The Hill Reading Achievement Program (HillRAP)

A combined curriculum and instructional process approach to improving reading for struggling students in grades K through 8. HillRAP is a structured intervention program delivered on a 4:1 basis by teachers who are extensively trained in multi-sensory structured language professional development and provided follow-up classroom support, mentoring, and coaching during implementation.

HillRAP uses The Hill Center Methodology with minor adaptations to meet the needs of students and teachers in a public school setting. The curriculum has been modified so that it can be implemented in a class period ranging from 45 minutes to 1 hour. The Hill Reading Achievement Program takes The Hill Center reading curriculum and segments it in to eight levels ranging from pre-reading skills to decoding and various comprehension skills and strategies.

Each level has the following components:

  • Drill
  • Phonological Awareness
  • Word Attack/Sight Words
  • Fluency
  • Vocabulary
  • Reading/Comprehension

Each level of the HillRAP includes carefully selected materials that are used for instruction. Students use word attack or decoding notebooks that target the specific phonetic patterns taught at each level and use controlled readers and EOG materials to supplement instruction in reading and comprehension.

Additional key features of HillRAP:

  • HillRAP's highly individualized curriculum, coupled with daily charting and graphing of student skill gains, helps assess and remediate skill deficits, and engages each student in the learning process
  • HillRAP provides teachers with extensive, high-quality, multisensory, phonics-focused professional development and a highly-structured phonetic intervention program/curriculum for use in the classroom with struggling learners
  • A user-friendly HillRAP database captures student information and progress to facilitate data-driven decision-making
  • Post-training support and coaching of implementing teachers ensures fidelity of implementation in the classroom
  • Title I funds, professional development budgets, school-improvement grants, and other funding streams can be used for HillRAP
  • HillRAP can be incorporated into a school or system's Response to Intervention framework (RTI) as a Tier III intervention
  • Research by RTI International, Duke University, and the University of North Carolina-Wilmington validate the effectiveness of the HillRAP Program
